[Ground-station] Alert! Hamcation!

OK we are moving forward on this.

Anyone that is or can get to Florida, this will be fun and friendly and
accessible! Your volunteerism at the booth will be appreciated.

Technical goal: Show Phase 4 Ground receiver with Generic Stream
Encapsulation and any progress on the HamSci Ionospheric measurement
cubesat that we may have by then.

I'm inviting GNU Radio, John Brier, Libre Space Foundation and FaradayRF to
share the space to enjoy outreach potential.

Any other open source space and terrestrial groups that you all can think
of to include?
