[Ground-station] Article to AMSAT-DL Journal submitted

Thank you very much to Peter Gulzow, who invited us to submit an article to
the AMSAT-DL Journal.

I sent an introductory article based on our presentations and handouts from
Hamvention 2018.

I look forward to the editing process and in establishing better
connections with the people responsible for Phase 4A.
