[Ground-station] Call for discussion: ORI satellite program

Regarding experience, we currently have a list of 20-30 people who have
formerly played a major role in the design and construction of AMSAT
satellites, who have chosen to no longer build their projects within AMSAT
(the "alienated list", pronounced with a head shake and a sad look of
amazement). You all know most of them, and there are quite a few bright
lights there. It might be that we can tap sufficient experience without
first having to partner with another organization.
