[Ground-station] challenges with correlation estimation block - flowgraphs, assumptions, next steps

We didn't try the new code yet - we were stoked to just get it back to the
point where we stopped and got busy on all the other things, and wanted to
show what we were seeing.

Soon as possible we will try your fix - go ahead and report away if you can
demonstrate improvements. Good news always a joy to spread around.
