Let's take a look at some of the developments that caught our eye in the
last week.

*Governmental satellite building in Nigeria*
Nigeria’s President, Muhammadu Buhari, recently reaffirmed the important
role of the National Space Research and Development Agency (NASRDA) in the
country’s space program. The NASRDA is the only government agency in charge
of building and launching satellites for various applications in Nigeria.

Presiding over a recent meeting of the National Space Council (NSC) at the
statehouse in Abuja, President Buhari explained the mandate of Nigeria’s
premier space agency. The organization’s core competencies are the launch
of earth observation, communication and navigation satellites. Find out

It’s great to see more evidence of the international democratization of
space. There are many reasons why countries all over the world are turning
to space; from strategic and defense-related requirements, to soft
diplomacy and the prestige the domain attracts. For others, a sophisticated
national strategy is used to support and involve the private sector where
possible (and relevant). But this isn’t without difficulties, as some are
finding in India.

*Policy "black holes" deterring Indian space investment*
Some potential overseas investors are wary of the structure of certain
licensing arrangements in the country’s private space sector. Primarily,
the concern is around the perceived conflict of interest that exists as a
result of the Department of Space being both the sectoral regulator and a
service provider, by way of its role overseeing the Indian Space Research
Organisation (ISRO).

Since the introduction of reforms in June 2020 there have been a variety of
initiatives aimed at opening up the sector. For the development and
operation of certain satellites, Foreign Direct Investment (FDI) up to 100%
has been permitted, subject to the sectoral guidelines of the Department of
Space and ISRO. But the potential conflict of interest arising from the
Department for Space's twin roles has left concerned investors being
uncertain whether their license applications would get ‘a fair

The lines between the public and private sectors have often blurred in the
development of the space industry. SpaceX has made a significant portion of
its income from NASA for example, while many companies of all sizes have
been involved in co-development with one or more research or government
entities, while supplying to others on a commercial basis.

As the industry expands across the world these issues are bound to crop up
more often, and hopefully countries and businesses will learn from each
other in order to resolve them amicably. This is also the case for major
mission challenges - and a great example is the ExoMars mission.

*Europe's ExoMars parachute still has problems*
The European Space Agency (ESA) ExoMars mission is set to land a rover on
the surface of the red planet in 2023 to hunt for evidence of life. A joint
mission with the Russian space agency Roscosmos, ExoMars has suffered a
series of issues with the parachute system that is designed to slow the
rover enough to land safely.

Recently, a mock-up of the ExoMars landing capsule did survive a high
altitude drop test, but the 115-foot (35 meters) parachute system did not
operate as expected, causing minor damage to the prototype. Find out more

Following failed tests in 2019 and 2020 the ESA enlisted the help of
engineers from NASA's Jet Propulsion Laboratory (JPL). JPL staff had helped
develop the parachutes for the Curiosity and Perseverance rovers, and will
assist the ExoMars teams moving forwards.

With the recent successes of NASA and other agencies flying missions to
Mars, it is great to hear updates from one of Europe’s programs, even if
everything isn’t perfect! Searching for evidence of past life on Mars is
one of the major drivers for such missions from a research perspective -
and while we can get caught up in the innovation and engineering aspects,
the impact of such evidence would be profound. Similar to the impact of
finding free-floating planets.

*The Kepler telescope may have found free-floating planets*
Interesting evidence has emerged of planets that are not bound to a host
star. The planets, which include four of a comparable size to Earth, could
have been ejected from the gravitational pull of their original host stars
by heavier worlds further out.

The research was recently published in the *Monthly Notices of the Royal
Astronomical Society*, based on a study that used data obtained in 2016
during the K2 mission phase of NASA's Kepler Space Telescope. It was led
by Iain McDonald of the University of Manchester, UK, (now based at the
Open University, UK) and Eamonn Kerins of the University of Manchester. Find
